It actually makes no difference if the individual (non attorney representative or lawyer) handling a social security disability claim is located in the same town or even state. For example, very often, a representative based in the central portion of a state will provide representation to claimants who live at the far end of that same state. By the same token, it is often true that the hearing office that has jurisdiction over a disability claimant's case will be located as much as two hours away from where the claimant resides (this is part of the rationale for teleconference hearings). What matters more than whether or not a representative is local is how qualified the representative is to handle an individual's case.
