In absolute terms, no. A claimant for social security disability or ssi disability is not required to have representation in order to file a Request for review of an administrative law judge's decision (this appeal step applies to cases in which an ALJ rendered a denial or a less than fully favorable decision). Ideally, however, an appeal that is forwarded to the appeals council (the request for review of the administrative law judge's decision) should be completed by the same individual, firm, or agency who provided representation for the claimant at their disability hearing. In other words, if a representative handled the case for the ALJ hearing, that individual, in many instances, would be best suited to handle the next appeal i.e. the appeals council.
